IDF Forces Attacked in West Bank
IDF forces in the West Bank were on high alert this week after an incident in the Palestinian Authority administered city of Jenin overnight Tuesday in which a patrol came under fire. Palestinian media said two people were killed and another wounded in the exchange of fire, but the IDF was still investigating the incident. In related news,  the UN's special envoy to the Middle East, Nickolay Mladenov, gave a briefing to diplomatic reporters on Wednesday in which he said, among other things, “It is not helpful right now to jump to final status issues and arrangements, and it would be premature in a way, because the level of mistrust between the sides is so big that if you suddenly jump to those issues, you will not have a constituency on either side, and it would not look reasonable.”

“What is right in the American approach is they are actually saying, 'First we need to create the conditions [on the ground] so getting to issues like final status will sound reasonable,’” he added.

He gave the briefing ahead of a meeting scheduled for Thursday in Jerusalem between senior officials from the so-called Mideast Quartet of the US, Russia, EU and UN.

Also on Wednesday, an IDF officer signed an order to detain Khalida Jarrar, a Palestinian lawmaker, for six months without trial. Jarrar is a member of the Palestinian Authority’s parliamentary body but also a senior official of the Popular Front for the Liberation of Palestine terrorist militia.

“She was arrested following her involvement in promoting terror activities through the PFLP,” the IDF said in a statement in early July.

Air Force Searching for Solutions to Aging Tanker Fleet
The Israeli Air Force announced this week that it bought a used Boeing 707 aircraft from the Brazilian Air Force for $410,000 and will cannibalize it for spare parts in order to upgrade Israel’s existing fleet of mid-air refueling tankers. Israel’s Re’em tankers are based on the 707 and are approaching the end of their service life, requiring the IDF to improvise while alternative options are pursued.

Readers of Travel + Leisure magazine recently ranked Israel's Ben-Gurion Airport as the 8th-best airport in the world based on a variety of criteria, including travelers' experiences of access, check-in and security, food, shopping and design. BGA had an all-time record year in 2016, with 18 million passengers passing through.

Progress Made on Red-Dead Canal Project
Jason Greenblatt, the Trump Administration’s special envoy to the Middle East Peace Process, announced on Thursday that he had brokered an agreement between Israel and the Palestinian Authority for the sale of 33 million cubic meters of water to the PA as part of the long-negotiated canal linking the Red Sea to the Dead Sea. The progress made on the project was touted by Greenblatt as a sign that the two sides can make progress on areas of mutual benefit despite the absence of a comprehensive agreement.
